Judge calls for tighter restrictions on new drivers

Following the death of a 17 year old girl by two boy racers, a judge has called upon the government to look at changing the law.

The proposal would mean that new drivers would only be allowed to carry one passenger for the first year after passing their test, and a black box monitor would also be fitted in their vehicles.
